Claire Harbert

Claire Harbert focuses her practice primarily on construction law, general civil litigation, arbitration, and alternative dispute resolution, in which she represents general contractors, subcontractors, suppliers, fabricators, and owners in disputes arising from commercial, civil, industrial, and government projects—including procurement issues and bid protests. A large portion of her practice is also focused on personal injury litigation and insurance defense. She also has experience in commercial litigation matters, including those related to contract disputes, nonpayment collection, and noncompete agreements.
Prior to joining Naman Howell Smith & Lee in 2022, Claire served as general counsel for a construction company in Houston, Texas and practiced construction litigation as outside counsel. Claire previously served as a judicial clerk to both Magistrate Judge Keith F. Giblin of the United States District Court for the Eastern District of Texas, and Judge W. Kent Walston in the 58th Judicial District Court of Jefferson County. Claire also worked for Baylor University to establish Baylor in Washington D.C. by coordinating university events, acting as a lobbying group liaison, reengaging alumni, and creating Baylor’s internship policy program.
