David M. Guinn attended Baylor University and majored in Political Science. He received his B.A. and J.D. from Baylor School of Law in 1963. He was employed by the United States Securities and Exchange Commission for two years and then attended the University of Michigan Law School where he received his LL.M. in International Law in the Spring of 1966. Professor Guinn then returned to Baylor School of Law as an Assistant Professor and in 1976 was designated the Louise L. Morrison Professor of Constitutional Law.
Professor Guinn has now taught in the Baylor School of Law for 39 years. During that period of time, Professor Guinn has assisted in the drafting of the Texas Administrative Procedures Act and has served on numerous advisory bodies in the State Bar and on numerous committees at Baylor University. He teaches courses in the area of constitutional law, civil rights and local government.
Professor Guinn, along with Professor Mike Morrison, has been actively involved in the redistricting process at both the state and local level. After the 2000 Census was released, the two redistricted 52 cities, counties, and school districts throughout Texas.
Professor Guinn served as Faculty Representative to the Southwest and the Big Twelve Athletic Conference from 1986-2001. He also served on the first Division I Management Council of the National Collegiate Athletic Association in 1997 and has continued to work with Baylor Athletics since that time.
